Paulo Sérgio Pinheiro

Biografia

Paulo Sérgio Pinheiro holds a BA in Law from the Pontifical Catholic University of Rio de Janeiro and a PhD in Political Science from the University of Paris, France. Since 2011, he is the Chairman of the United Nations International Commission of Inquiry for Syria. At the UN, he was appointed as an Independent Expert for the World Report on Violence Against Children (2006); Special Rapporteur on the situation of Human Rights in Burundi and Myanmar. He is the author of the United Nations Principles on Housing and Property Restitution for Refugees and Displaced Persons [Pinheiro Principles]. He was a member of the Inter-American Commission on Human Rights of the Organization of American States (OAS). He is a Full Professor (retired) of the Department of Political Science of the University of São Paulo and researcher at the Center for the Study of Violence of USP, which he founded alongside Sergio Adorno in 1987. At the Center, he is Principal Investigator of the project CEPID-FAPESP “Building Democracy Daily: Human Rights, Violence and Institutional Trust” (2013-present day). He was a member of the National Truth Commission (2012 to 2014). He served as State Secretary for Human Rights during the Fernando Henrique Cardoso presidential administration and was part of the group responsible for the bill on the National Truth Commission. He was a founder, alongside Severo Gomes, and member of the Teotônio Vilela Commission on Human Rights (1983-2016). In 2018, he assisted in the foundation of Dom Evaristo Arns Comission on Human Rights.
